Job Overview

The International Rescue Committee (IRC) is seeking a Cash and Voucher Assistance (CVA) Technical Specialist to support the ReSET Programme in Uganda. This role is critical in delivering lifesaving aid to refugees and host communities through multipurpose cash transfers. The specialist will ensure that CVA interventions are efficient, accountable, and aligned with protection systems. This position is based in Uganda and contributes to sustainable refugee response efforts.

The ReSET Programme, funded by the British High Commission Kampala, aims to strengthen Uganda’s refugee response by promoting local ownership and self-reliance. As part of Pillar 1 (Lifesaving Assistance), the IRC leads a consortium of local partners including RELON, TPO Uganda, and UGANET. The CVA Technical Specialist will play a central role in designing and implementing cash-based interventions that meet core needs while protecting dignity and rights.

Key Responsibilities

  • Design and implement CVA strategies aligned with vulnerability-based targeting and cash-first principles.
  • Coordinate with consortium partners to ensure seamless delivery of multipurpose cash linked to protection and referral systems.
  • Monitor and evaluate CVA interventions to assess impact, efficiency, and accountability to affected populations.
  • Provide technical guidance on cash transfer modalities, including digital payments, vouchers, and hybrid models.
  • Ensure community-informed accountability mechanisms are integrated into all CVA activities.
  • Support the progressive transfer of leadership to local refugee-led organizations and host community groups.
  • Conduct regular risk assessments and safeguarding checks to prevent exploitation and abuse in cash programs.
  • Collaborate with protection, nutrition, and health teams to link cash assistance with referral pathways.

Qualifications & Experience

Essential

  • Minimum of a bachelor’s degree in development studies, public administration, economics, social sciences, or a related field.
  • At least three years of professional experience in cash and voucher assistance, humanitarian aid, or social protection programs in Uganda or similar contexts.
  • Strong understanding of Uganda’s refugee response framework, including the Refugee Act 2006 and national social protection systems.
  • Proven ability to work collaboratively with local partners, government agencies, and donor representatives.
  • Excellent written and verbal communication skills in English and Luganda or another local Ugandan language.
  • Proficiency in Microsoft Office Suite and experience with cash transfer monitoring tools or digital payment platforms.

Desirable

  • Master’s degree in a relevant field such as humanitarian logistics, international development, or public health.
  • Experience working with IRC or other major international NGOs in Uganda.
  • Familiarity with digital financial services, mobile money platforms, and fintech solutions in East Africa.
  • Previous involvement in consortium-based programming or localisation initiatives.
  • Certification in safeguarding, protection mainstreaming, or cash transfer programming.
  • Experience in training local partners on CVA tools, systems, and accountability standards.

What the Role Offers

  • Competitive salary package with housing allowance and transport reimbursement.
  • Comprehensive health insurance coverage for the employee and immediate dependents.
  • Monthly lunch stipend and daily refreshments during office hours.
  • Opportunity to work with a global humanitarian organisation and contribute to meaningful change.
  • Professional development support including training, mentorship, and career progression pathways.
  • Flexible working hours and remote work options where feasible.
  • Annual leave, sick leave, and public holidays as per Ugandan labour laws.
  • Access to IRC’s employee assistance programme and mental health resources.
