Job Overview

The Head of English and School Education leads the British Council’s strategic portfolio in Uganda, overseeing programmes that improve English language proficiency and school system outcomes. This role combines technical expertise with business development to deliver sustainable impact across diverse funding streams. Based in Kampala, the position supports the Country Director in achieving national and UK objectives through education initiatives.

Working within Uganda’s education sector, the role addresses critical challenges in learning outcomes despite high enrolment rates. Focus areas include teacher training, English language development for educators and learners, and foundational literacy and numeracy improvement. The portfolio extends to refugee-hosting districts where educational pressures are amplified by overcrowding and limited resources.

The incumbent provides sector leadership, shares best practices with global teams, and ensures compliant, quality implementation of contracts and programmes. Success requires balancing impact with financial sustainability while adapting to evolving educational needs across Uganda’s diverse regions.

Key Responsibilities

  • Develop and deliver strategic partnerships, programmes, and contracts across mixed funding streams to achieve country outcomes and financial sustainability.
  • Lead the English and School Education portfolio including School Systems, Empowerment, and English Connects initiatives with technical oversight.
  • Provide expert sector guidance on teacher training, English proficiency, and foundational learning while overseeing business development opportunities.
  • Ensure quality, compliant implementation of all ESE programmes while sharing knowledge and best practices with global teams and external stakeholders.
  • Support the Country Director in demonstrating in-country and UK benefits through measurable educational impact and programme performance.
  • Manage contracts and programmes in refugee-hosting districts, addressing challenges of overcrowding and limited resources through adaptive solutions.
  • Strengthen teacher professional development systems and improve English language proficiency among educators and learners nationwide.
  • Address gaps in foundational literacy and numeracy through evidence-based interventions and programme adaptations.

Qualifications & Experience

Essential

  • Master’s degree in Education, English Language Teaching, or related field with minimum 10 years’ progressive experience in international education programmes.
  • Proven leadership in managing multi-million dollar education portfolios across diverse funding models and complex stakeholder environments.
  • Extensive expertise in teacher training systems, English language pedagogy, and foundational literacy and numeracy programme design and implementation.
  • Demonstrated success working in developing country contexts, particularly Sub-Saharan Africa, with understanding of refugee education challenges.
  • Strong business development skills with track record of securing funding and growing programme portfolios while maintaining quality standards.

Desirable

  • Experience working with British Council programmes or similar international cultural relations organisations in education sectors.
  • Knowledge of Uganda’s education system, curriculum frameworks, and teacher certification processes.
  • Familiarity with refugee education coordination mechanisms and partnerships with UNHCR, UNICEF, and local education authorities.
  • Advanced facilitation and training skills with experience designing professional development programmes for large-scale teacher networks.
  • Proficiency in results-based management, monitoring and evaluation frameworks, and donor reporting requirements for education programmes.
