Job Overview
Masaka Vocational Training Institute is seeking a qualified Accountant to join their finance team in Masaka City. The institute is a modern Business Technical and Vocational Training Institution licensed and accredited by UVTAB, offering National Certificates and short-term competence courses. This role is critical to maintaining the financial integrity and operational efficiency of the institute through accurate accounting, budgeting, and reporting.
The Accountant will be responsible for performing finance and administrative tasks following established standards and procedures. This includes managing the general ledger, accounts payable and receivable, cash management, payroll, and financial reporting. The position requires close collaboration with institute management to ensure financial plans are developed, monitored, and executed on strict deadlines while maintaining compliance with regulations and internal policies.

Key Responsibilities
- Prepare and maintain the Institute’s complete set of accounts including general ledger, trial balance, and financial statements in accordance with accounting standards.
- Monitor acquisition, distribution, storage, and accountability for all institute property including equipment, furniture, and supplies to ensure proper asset management.
- Maintain and regularly update the Institute’s fixed assets register, inventory records, and other property documentation with accurate valuation and depreciation calculations.
- Prepare and manage the Institute’s payroll processing for all staff members, ensuring accurate calculations, statutory deductions, and timely salary disbursement.
- Develop processes and controls to ensure accuracy, integrity, and confidentiality of all financial information including transaction recording and data security.
- Develop the Institute’s annual and termly budgets in collaboration with management staff, incorporating input from all departments and programs.
- Monitor budget performance across various projects and programs, identifying variances and implementing corrective actions to ensure financial compliance.
- Ensure accurate and timely disbursement of funds to vendors, service providers, and stakeholders following approved payment procedures and documentation requirements.
- Respond to external auditors’ inquiries and observations, providing timely information and documentation to support audit findings and recommendations.
- Maintain accurate and complete accounting records, reporting systems, and internal control procedures to satisfy regulatory requirements and institutional policies.
Qualifications & Experience
Essential
- Bachelor’s degree in Accounting, Finance, or Business Administration from a recognized university or equivalent professional qualification.
- Minimum of 3 years progressive experience in accounting or finance roles, preferably in educational institutions, NGOs, or public sector organizations.
- Proficiency in accounting software such as QuickBooks, Sage, or Tally, with strong working knowledge of MS Excel for financial analysis and reporting.
- Demonstrated experience in preparing financial statements, managing payroll, and conducting bank reconciliations in accordance with Ugandan accounting standards.
- Knowledge of Ugandan tax regulations, including PAYE, VAT, and withholding tax requirements applicable to educational institutions.
- Strong analytical skills with ability to interpret financial data, identify trends, and provide meaningful insights to support decision-making processes.
Desirable
- Professional certification such as CPA (U), ACCA, or equivalent qualification demonstrating advanced accounting expertise.
- Experience working with vocational training institutes, technical colleges, or educational organizations in Uganda or similar developing contexts.
- Familiarity with UVTAB and DIT examination systems and their financial reporting requirements for accredited institutions.
- Experience in budget preparation and monitoring for donor-funded projects or government-supported educational programs.
- Knowledge of public financial management principles and experience with IFMS or similar government accounting systems.
- Strong communication skills with ability to explain financial concepts to non-finance staff and stakeholders in clear, accessible language.
