Team Lead, National Level Verification Jobs – ThinkWell

Job Overview

ThinkWell Uganda is recruiting a Team Lead, National Level Verification to be based in our Kampala office. Reporting to the Deputy Chief of Party and Technical Director, this senior position will steer verification activities across the Ministry of Health’s national entities.

The successful candidate will act as a technical, managerial, and strategic leader for ThinkWell’s growing portfolio in health financing, systems strengthening, and policy in Uganda. They will combine deep analytical thinking with diplomatic engagement and mentoring capability.

This role suits an exceptional thinker and communicator who can champion ThinkWell’s mission to ignite system-level transformation for lasting improvements in the health and well-being of society. The position carries 60 percent technical and thought leadership load.

Key Responsibilities

• Develop the Verification Master Plan with the Deputy Chief of Party, including scope, methodology, tools, and acceptance criteria for all PFM modules.
• Define and maintain the PFM, HRH, and HMIS verification strategy for Ministry of Health national entities, ensuring alignment with national financial regulations and donor requirements.
• Lead verification of national entity financial, health system, and service delivery workflows to meet functional, compliance, and audit standards including segregation of duties.
• Validate integration points between PFM components such as IFMIS, HR systems, procurement portals, and revenue systems across health programmes.
• Author and review verification protocols covering functional, integration, performance, and security tests for Ministry of Health national entities.
• Ensure all verification documentation meets ALCOA+ data integrity standards covering attributable, legible, contemporaneous, original, and complete criteria.
• Lead defect triage, prioritization, and resolution with developers, functional experts, and Ministry of Health stakeholders.
• Develop and implement capacity building plans to remediate gaps identified through verification findings across national entities.
• Serve as the technical focal point between verification teams, the Ministry of Health, and donor partners.

Qualifications & Experience

Essential

• Master’s degree in Public Health, Health Informatics, Business Administration, Accounting, or a related discipline from a recognized institution.
• At least eight years of progressive experience in health systems strengthening, public financial management, or verification work in Uganda.
• Proven track record leading complex multi-stakeholder verification exercises involving Ministry of Health national entities and donor partners.
• Strong working knowledge of IFMIS, Human Resources for Health information systems, and the Health Management Information System in Uganda.
• Demoniorated understanding of ALCOA+ data integrity principles, audit standards, and national financial regulations in the Ugandan context.
• Excellent written and verbal communication skills with the ability to engage senior government officials, donors, and technical teams diplomatically.

Desirable

• Prior experience working with USAID, GAVI, the Global Fund, or other major health financing donors on verification and risk assessment.
• Familiarity with the Ministry of Health governance structures, national entities, and ongoing reforms in the health financing landscape.
• Professional certification such as ACCA, CPA, CISA, or an equivalent auditing and risk management credential.
• Demoniorated mentoring and capacity building experience with public sector teams across national and sub-national levels.
• Working knowledge of SQL, data analytics tools, or visualization platforms used for verification reporting.
