International Rescue Committee

Job Overview

The International Rescue Committee (IRC) is seeking a dedicated Protection and Referral Specialist to support vulnerable refugees and host communities in Uganda. This role is central to the ReSET Programme, funded by the British High Commission Kampala, which aims to strengthen local ownership of the refugee response. The specialist will ensure that protection needs are identified, documented, and addressed through a coordinated referral system, helping to restore safety and dignity to people affected by displacement and crisis.

Working within a consortium of local refugee-led and partner organizations, the Protection and Referral Specialist will act as a critical link between community members, service providers, and government systems. The position is based in Uganda and offers a unique opportunity to contribute to a sustainable, locally driven humanitarian response that prioritizes the rights and wellbeing of refugees and their host communities.

Key Responsibilities

  • Conduct regular protection assessments to identify individuals and families facing acute risks, including gender-based violence, exploitation, and child protection concerns.
  • Maintain accurate and confidential case files, documenting incidents, interventions, and follow-up actions in compliance with international protection standards.
  • Facilitate timely and appropriate referrals to specialized services such as legal aid, medical care, psychosocial support, and shelter assistance through a closed-loop system.
  • Coordinate with local partners, including Refugee-Led Organizations (RLOs), to ensure community-informed accountability and a no wrong door approach to service delivery.
  • Provide direct support and counseling to refugees experiencing trauma, ensuring they are treated with dignity and respect during vulnerable moments.
  • Monitor and evaluate the effectiveness of referral pathways, reporting on outcomes and identifying gaps that require systemic improvements.
  • Train community volunteers and local actors on protection principles, safeguarding, and the use of referral tools to build local capacity.
  • Collaborate with government agencies and national organizations to support the progressive transfer of leadership and responsibility for protection services.

Qualifications & Experience

Essential

  • A bachelor’s degree in social sciences, law, human rights, public health, or a related field from a recognized institution.
  • At least two years of professional experience in protection work, refugee assistance, or community-based interventions in humanitarian settings.
  • Strong interpersonal and communication skills, with the ability to build trust with diverse community members and stakeholders.
  • Fluency in English and a local Ugandan language, such as Luganda, Runyoro, or Ateso, to ensure effective community engagement.
  • Demonstrated experience in case management, data protection, and the use of digital tools for recording and tracking referrals.

Desirable

  • Previous experience working with international NGOs or UN agencies in Uganda or similar East African contexts.
  • Familiarity with the Ugandan refugee policy framework, including the Refugees Act and the Self-Reliance Model.
  • Experience in training community volunteers or local actors on protection and psychosocial first aid.
  • Knowledge of cash-based assistance and its integration with protection systems in humanitarian programming.
  • Certification in counseling, social work, or a related discipline would be a significant advantage.

What the Role Offers

  • A competitive monthly salary aligned with IRC Uganda’s compensation structure, reflecting experience and responsibility level.
  • Comprehensive health insurance coverage for the employee and immediate family members, including outpatient and inpatient care.
  • Housing allowance or company-provided accommodation in a secure location near project sites, reducing commute stress.
  • Transportation support, including a fuel allowance or access to IRC vehicles for field visits and community outreach.
  • Meals provided during working hours, with a food allowance for days spent in remote or rural communities.
  • Opportunities for professional development through IRC’s internal training programs and external courses.
  • A supportive work environment within a global organization committed to employee wellbeing and career growth.
