Job Overview

Steadman Global Consulting seeks a dedicated Monitoring, Evaluation, Accountability and Learning Officer to lead MEAL functions for the CREATE Project in Kampala. This role ensures data accuracy, timely reporting, and continuous programme improvement. You will coordinate systems that support donor requirements, partner collaboration, and participant accountability across diverse stakeholder groups.

Key Responsibilities

• Develop and maintain a practical MEAL plan, indicator tracking framework, and reporting calendar aligned with project results frameworks and partner requirements.
• Translate project indicators and reporting definitions into clear tools, guidance, and procedures for staff, trainers, and downstream partners across multiple implementation sites.
• Maintain current participant, activity, output, outcome, and partner-performance records with appropriate disaggregation by sex, age, location, disability, and other agreed inclusion categories.
• Design, adapt, and administer registration, attendance, pre- and post-assessment, tracer, feedback, referral, enterprise-readiness, and outcome-monitoring tools for comprehensive data collection.
• Verify completeness, consistency, and accuracy of data received from implementation teams and partners; document discrepancies and coordinate timely correction through structured review processes.
• Conduct routine data quality assessments, spot checks, and field verification while maintaining clear audit trails and version-controlled records for transparency and accountability.
• Manage secure physical and digital filing systems in accordance with data-protection, confidentiality, consent, and participant-safeguarding requirements under Ugandan and international standards.
• Prepare and deliver regular performance monitoring reports, donor updates, and lead-partner submissions that highlight achievements, challenges, and evidence-based recommendations for programme adaptation.

Qualifications & Experience

Essential

• Bachelor’s degree in Development Studies, Statistics, Public Health, Social Sciences, or a related field with demonstrated coursework in research methods and data analysis.
• At least three years of professional experience in monitoring, evaluation, accountability, or learning roles within international development projects, preferably in East Africa or Uganda specifically.
• Strong proficiency in designing and administering data collection tools, conducting data quality checks, and using statistical software such as SPSS, Stata, or R for analysis and reporting.
• Excellent written and verbal communication skills in English and Luganda, with the ability to translate technical MEAL concepts into accessible guidance for field teams and community partners.

Desirable

• Master’s degree in Monitoring and Evaluation, Development Studies, Statistics, or a related discipline with a research thesis demonstrating applied MEAL methodologies in community-based programmes.
• Experience working on USAID, DFID, or EU-funded projects with familiarity with compliance requirements, reporting templates, and performance indicator frameworks used by major international donors.
• Certification in data protection, safeguarding, or participant privacy management, particularly in contexts involving vulnerable populations and sensitive information collection.
• Previous experience training field staff, trainers, and partner organizations on MEAL systems, data quality assurance protocols, and participatory monitoring approaches in rural or peri-urban Ugandan settings.
