Job Overview

Steadfast Quality Solutions is seeking a dedicated Programme Officer to drive key initiatives across advocacy, partnerships, and learning. This role is central to the organisation’s mission of improving palliative care access across Africa. Based in Kampala, the successful candidate will work closely with the Head of Research and Learning to ensure effective programme implementation and donor accountability. Key Responsibilities

• Develop and implement advocacy strategies aligned with organisational goals to influence policy change across African nations.
• Coordinate engagement with national palliative care associations to build collaborative networks and strengthen regional presence.
• Manage the partnerships portfolio by maintaining relationships with stakeholders and ensuring mutual objectives are achieved.
• Coordinate education and learning initiatives by designing training programmes and documenting best practices for replication.
• Document compelling stories of impact to support advocacy campaigns, communications materials, and fundraising proposals.
• Contribute to programme planning processes by providing input on budgeting, timelines, and resource allocation.
• Monitor programme implementation and prepare comprehensive reports for donors and internal stakeholders.
• Ensure compliance with donor requirements by maintaining accurate records and meeting reporting deadlines.

Qualifications & Experience

Essential

• Bachelor’s degree in Public Health, Development Studies, International Relations, or a related field of study.
• Minimum of four years of relevant experience in programme management, advocacy, or partnership coordination within NGO or development sectors.
• Strong written and verbal communication skills in English with the ability to prepare professional reports and presentations.
• Demonstrated experience in stakeholder engagement and relationship management with diverse audiences including government officials and community leaders.
• Proficiency in Microsoft Office Suite and basic data analysis tools for programme monitoring and evaluation.

Desirable

• Master’s degree in Public Health, Development Studies, or a related discipline would be an advantage.
• Previous experience working with palliative care organisations or healthcare advocacy initiatives in Africa.
• Familiarity with donor requirements and compliance frameworks used by major international funding agencies.
• Experience in coordinating training programmes or educational initiatives for adult learners.
• Knowledge of local Ugandan healthcare systems and advocacy landscape would be beneficial.
