Job Overview

Restless Development Uganda is seeking a Senior Technical Advisor – Livelihoods to lead and strengthen its youth employment portfolio across multiple regions of Uganda. This role offers an attractive salary of UGX 141,063,750 per annum and the opportunity to influence policy and practice that improves the economic resilience of young people. The successful candidate will be based in Kampala and will work closely with program teams, partners, and youth-led organisations to design, implement, and monitor livelihoods interventions.

Key Responsibilities

Provide technical leadership for the livelihoods portfolio, ensuring that all activities align with the organisation’s youth‑centred approach and strategic objectives. This includes overseeing the design of interventions that expand access to dignified work, entrepreneurship opportunities, and inclusive financial services for young people in Karamoja, West Nile, Eastern, Western, and Central Uganda.

Support the development of detailed work plans, budgets, and monitoring frameworks for livelihoods projects, coordinating with finance and MEAL teams to ensure timely delivery and accurate reporting. You will also be responsible for reviewing progress reports, identifying risks, and recommending corrective actions to keep projects on track.

Build and maintain strong relationships with government agencies, private sector partners, civil society organisations, and youth groups to foster collaboration and leverage resources for livelihoods programmes. Represent Restless Development in national and regional forums, advocating for policies that promote youth employment and economic empowerment.

Mentor and coach junior technical staff and programme officers, facilitating knowledge sharing and capacity building activities that enhance the team’s ability to deliver high‑quality livelihoods interventions. Conduct regular training sessions on topics such as market systems development, value chain analysis, and financial inclusion.

Contribute to organisational learning by documenting best practices, lessons learned, and case studies from livelihoods work, and disseminating these insights through internal briefings, external publications, and advocacy materials. Ensure that all documentation adheres to safeguarding and gender equality standards.

Qualifications & Experience

A master’s degree in Economics, Business Administration, Social Sciences, Development Studies, or a related field is required. Candidates with a bachelor’s degree and extensive relevant experience may also be considered, provided they demonstrate a strong track record in livelihoods programming.

Minimum of seven years of progressive experience in designing, managing, and evaluating livelihoods or youth employment programmes, preferably within NGOs or international development organisations operating in East Africa. Experience working in fragile or post‑conflict settings such as Karamoja will be highly valued.

Proven expertise in market‑based approaches, value chain development, and financial inclusion strategies that increase young people’s access to credit, savings, and insurance products. Familiarity with tools such as Making Markets Work for the Poor (M4P) and the Youth Economic Empowerment Framework is essential.

Strong analytical skills, with the ability to interpret quantitative and qualitative data, develop evidence‑based recommendations, and produce clear reports for diverse audiences. Experience using data visualization software and monitoring and evaluation platforms is advantageous.

Excellent interpersonal and communication skills, with fluency in English; knowledge of Luganda, Luo, or Karamojong is a plus. Demonstrated ability to work effectively in multicultural teams, to negotiate with stakeholders, and to advocate for youth‑centred policies.
