Job Overview

Restless Development Uganda is seeking an experienced Programme Manager to lead the Youth Employment and Market Systems initiative. This role offers a competitive gross annual salary of UGX 117,282,458 and is based in Kampala. The successful candidate will drive strategies that expand young people’s access to dignified work, entrepreneurship, and inclusive financial services across multiple regions of Uganda.

Key Responsibilities

As Programme Manager, you will design and oversee the implementation of youth employment programmes that align with organisational goals and donor requirements. You will coordinate with government agencies, private sector partners, and civil society organisations to create sustainable market linkages for youth. Regular monitoring and evaluation will be conducted to measure outcomes, and you will adapt programme activities based on evidence and feedback.

You will lead a multidisciplinary team, providing mentorship, performance feedback, and professional development opportunities. Ensuring compliance with safeguarding policies and promoting a safe environment for young participants is a core duty. You will also represent Restless Development at national and regional forums, advocating for youth‑centred policies and sharing best practices.

Financial management is a key aspect of the role; you will prepare budgets, track expenditures, and ensure timely financial reporting to donors. Additionally, you will contribute to proposal writing and resource mobilisation efforts to secure future funding for youth employment initiatives.

Qualifications & Experience

Candidates must hold a minimum of a bachelor’s degree in social sciences, business administration, development studies, or a related field. A master’s degree in programme management, economics, or public policy is highly desirable. At least five years of progressive experience managing large‑scale youth livelihood or employment programmes is required, preferably within an NGO or international development context.

Proven expertise in market systems development, value chain analysis, and private sector engagement is essential. You should demonstrate strong results‑based management skills, including the ability to design logical frameworks, develop indicators, and use data for decision‑making. Experience working in Karamoja, West Nile, Eastern, or Central Uganda is an added advantage.

Excellent interpersonal and communication skills are necessary to build relationships with diverse stakeholders, including young people, government officials, and private sector actors. Fluency in English is required; knowledge of local languages such as Luganda, Luo, or Karimojong will be considered a plus. Proficiency with MS Office and data analysis tools (e.g., SPSS, Stata, or R) is expected.
