Job Overview

The Programme Analyst for Coordination and Women’s Economic Empowerment will support UN Women Uganda’s efforts to strengthen gender equality initiatives in the Karamoja region, focusing on Moroto district. This role bridges government, donors, civil society and private sector partners to ensure coherent programming.

Working closely with the Country Office team, the analyst will provide technical assistance for inter-agency coordination, support district local government planning, and help integrate gender considerations into humanitarian and development programmes. The position requires frequent travel within Karamoja to engage stakeholders and monitor progress.

Key Responsibilities

  • Facilitate inter-agency coordination meetings in Moroto and adjacent districts, ensuring UN Women’s priorities on women’s economic empowerment are represented and aligned with partner plans.
  • Provide technical support to district local governments to integrate gender equality into development plans, budgets, and monitoring frameworks, promoting sustainable women’s livelihoods and climate resilience.
  • Assist in aligning UN Women programmes with HIV response, Second Chance Education, and Women, Peace and Security initiatives across Karamoja, ensuring alignment with local plans.
  • Coordinate with UN agencies, donors, NGOs, and private sector to mainstream gender considerations in humanitarian and development interventions, and sharing lessons learned.
  • Monitor and report on gender equality activities, preparing concise briefs for senior management and donors that highlight achievements, challenges, and recommendations for future programming decisions.
  • Support capacity-building workshops for government officials and civil society organisations on gender-responsive budgeting, policy formulation, and effective advocacy strategies for women’s economic empowerment.
  • Maintain an updated stakeholder mapping database, recording contact details, institutional commitments, and entry points to facilitate timely collaboration and partnership development initiatives.
  • Contribute to the preparation of quarterly and annual reports that showcase results, lessons learned, and best practices from women’s economic empowerment programmes, informing strategic direction.

Qualifications & Experience

Essential

  • Master’s degree in economics, public administration, gender studies, international development, or a related social science field from a recognised university, with strong academic performance.
  • Minimum three years of professional experience in programme coordination, monitoring and evaluation, or gender equality projects within NGOs, UN agencies, or government institutions.
  • Proven ability to work effectively with diverse stakeholders, including district officials, community leaders, and development partners, to achieve consensus, joint action, and sustainable programme ownership.
  • Strong analytical skills with experience in preparing reports, policy briefs, data-driven presentations, and visualisation materials for both technical and non-technical audiences and engagement.
  • Excellent written and verbal communication skills in English; proficiency in Luganda or Karimojong is considered an asset for effective field engagement and community mobilisation.
  • Demonstrated commitment to gender equality and women’s empowerment, with a clear understanding of the socio-economic challenges faced by women in pastoralist and urban poor communities.

Desirable

  • Experience working in the Karamoja region or similar arid, pastoralist contexts, particularly with livelihoods programmes, women’s economic initiatives, or climate resilience projects.
  • Familiarity with UN Women’s global frameworks on Women’s Economic Empowerment, including the Gender Equality Seal, Women’s Empowerment Principles, and the LEAP initiative.
  • Knowledge of results-based management systems and experience using monitoring tools such as DevInfo, DHIS2, or custom databases for tracking programme indicators and evaluating impact.
  • Proven track record of facilitating training workshops and adult learning sessions for mixed audiences in remote or resource-limited settings, using participatory methodologies.
  • Ability to manage multiple tasks simultaneously, prioritise effectively, meet tight deadlines, and maintain high-quality outputs while adapting to changing programme requirements.
  • Familiarity with UN procurement and financial procedures, ensuring compliance with rules and regulations in financial reporting, budgeting, and audit processes.
