Job Overview

UNFPA works to ensure every pregnancy is wanted, every birth safe, and every young person’s potential fulfilled. In Uganda, UNFPA supports reproductive health initiatives, including the EMPOWER Private Sector Strengthening Project, which expands family planning access through private providers.

As Family Planning Programme Evaluation Specialist, you will lead the endline evaluation of the EMPOWER project, document lessons learned, develop policy briefs, and prepare a peer‑reviewed journal publication. Your work will inform future scaling of private sector family programming in Kampala and surrounding districts.

The Evaluation Specialist will contribute to UNFPA’s goal of achieving universal access to reproductive health, ensuring that evidence generated from the EMPOWER project informs policy decisions, improves service delivery, and ultimately increases contraceptive prevalence rates in Uganda’s urban and peri‑urban areas.

Key Responsibilities

• Lead the endline evaluation design for the EMPOWER project, creating methodology, data collection tools, and sampling strategy for private facilities in Kampala, Wakiso, and Mukono.
• Oversee quantitative and qualitative data collection, including facility surveys, client exit interviews, and routine service statistics, ensuring data quality and timely processing.
• Analyze Couple Years of Protection, service delivery point counts, and social behavior change communication reach to assess project performance against targets and identify gaps.
• Engage private pharmacies, drug shops, clinics, and insurance partners to verify commodity flows, assess diversion rates, and validate reported family planning service provision.
• Prepare detailed evaluation reports, policy briefs, and a peer‑reviewed manuscript summarizing findings, lessons learned, and actionable recommendations for scaling private sector family planning interventions.
• Collaborate with UNFPA technical staff, Ministry of Health officials, and private sector associations to ensure evaluation results inform family planning strategies and resource allocation decisions.
• Present evaluation findings at technical meetings, stakeholder workshops, and international conferences, advocating for evidence‑based policy adjustments and sustainable financing mechanisms.
• Mentor junior monitoring and evaluation officers, providing guidance on data analysis techniques, report writing, and best practices for conducting rigorous health programme evaluations.

Qualifications & Experience

Essential

• Advanced university degree (Master’s or higher) in Public Health, Epidemiology, Demography, Social Sciences, or a closely related field, with strong academic performance.
• Minimum five years of progressive experience designing, managing, and conducting evaluations of health, family planning, or reproductive health programmes in low‑ or middle‑income countries.
• Proven expertise in quantitative and qualitative data analysis, including proficiency with Stata, SPSS, R, and experience using Tableau or Power BI for visualization.
• Excellent written and oral communication skills, demonstrated by authoring evaluation reports, policy briefs, scientific articles, and delivering presentations to technical and non‑technical audiences.
• Experience working with UN agencies, international donors, or large NGOs on health‑related projects, understanding UN procurement, financial rules, and results‑based management frameworks.
• Strong interpersonal and facilitation abilities, capable of building consensus among diverse stakeholders including government officials, private providers, and community representatives.

Desirable

• Previous experience conducting evaluations of private sector health initiatives, particularly those involving social franchising, voucher schemes, or insurance‑based family planning models.
• Familiarity with Uganda’s family planning policy environment, including the National Family Planning Costed Implementation Plan and public‑private partnership guidelines, plus commodity security strategies.
• Experience in drafting peer‑reviewed journal articles and navigating the publication process, including responding to reviewer comments and meeting editorial timelines.
• Knowledge of geographic information systems (GIS) for mapping service delivery points and analyzing spatial accessibility of family planning services in urban settings.
• Fluency in English is required; working knowledge of Luganda or other Ugandan languages is considered an advantage for community engagement and data collection.
• Demonstrated commitment to gender equality, youth empowerment, and reproductive rights, with experience integrating these perspectives into evaluation designs and recommendations.
