Job Overview

SMARTEC Electronics Ltd, operating as part of the XiMing Group, is recruiting an experienced Recruiter to join its Human Resources department in Kampala. XiMing Group is the official national distributor of Hisense in Uganda and also represents Toshiba and Skyworth across the consumer electronics and home appliance market.

This mid-level position sits within a workforce of roughly 1,000 to 2,000 employees and reports into the HR leadership team. The successful candidate will lead recruitment operations, manage a small team, and personally drive critical hires across the business.

Working hours are standard full-time, eight to 5, with the role based at the Kampala headquarters. The position offers a competitive monthly package of USD 750 to 1,000 depending on experience and demonstrated capability.

Key Responsibilities

• Develop annual and quarterly recruitment plans aligned to headcount budgets and business growth targets across the Kampala office and field operations.
• Lead, mentor, and guide recruitment team members, allocate workload effectively, and improve team capability and delivery efficiency through coaching.
• Personally manage full-cycle recruitment for mid-to-senior level and core roles including needs analysis, sourcing, interviewing, and offer negotiation.
• Proactively source candidates through BrighterMonday, LinkedIn, social media, employee referrals, job fairs, and community networks across Uganda.
• Regularly liaise with department heads and hiring managers to define role profiles, agree selection criteria, and ensure recruitment requirements are met accurately.
• Build and maintain a structured talent pool for key positions to support rapid business expansion and reduce time to fill.
• Represent the company at job fairs, campus recruitment events, and online branding initiatives to strengthen the employer reputation in Uganda.
• Track recruitment metrics, prepare monthly hiring dashboards, and recommend process improvements based on data and feedback.

Qualifications & Experience

Essential

• Bachelor’s degree in Human Resource Management, Business Administration, Organizational Psychology, or a closely related discipline from a recognised institution.
• Minimum of three years of hands-on recruitment experience, ideally within retail, distribution, FMCG, or a similarly fast paced sector.
• Demonstrated ability to manage end-to-end recruitment for mid-to-senior level roles including structured interviewing and offer negotiation.
• Strong working knowledge of BrighterMonday Uganda, LinkedIn Recruiter, social media sourcing, and applicant tracking systems.
• Excellent spoken and written English communication skills with the ability to influence senior hiring managers and candidates.
• Must be based in Kampala and hold the legal right to work in Uganda for a full-time schedule from eight to five.

Desirable

• Prior experience leading or supervising a small recruitment or HR team within a large organisation of 500 or more staff.
• Familiarity with employer branding, campus recruitment, and managing candidate relationships at job fairs in Kampala.
• Working knowledge of Ugandan labour law, employment contracts, and payroll onboarding practices.
• Exposure to volume hiring for retail, sales, or distribution field roles across multiple regions of Uganda.
