Uganda Electricity Transmission Company Limited (UETCL)

Job Overview

Uganda Electricity Transmission Company Limited (UETCL) is seeking a skilled Communication Engineer specializing in Transmission and Access Systems. This role is based in Kampala and focuses on ensuring the reliability and performance of critical telecommunications infrastructure supporting the national power grid. The engineer will work with advanced technologies including Power Line Carrier Communications, MPLS-TP, SDH, PDH, DWDM, and OTN systems.

The primary objective is to maintain 98% service availability for communication networks that transmit vital SCADA data, tele-protection signals, and metering information across Uganda’s high-voltage transmission network. This position plays a crucial role in supporting grid stability and operational efficiency through proper planning, installation, integration, and maintenance of access and transmission systems.

UETCL, as a government-owned public limited company, operates the high-voltage transmission grid and provides bulk power supply services across Uganda. The company also manages optic fibre infrastructure as a public infrastructure provider, making telecommunications expertise essential to its core mission of sustainable electricity transmission for national development.

Key Responsibilities

  • Direct, coordinate, and implement preventative and corrective maintenance schedules for access and transmission systems according to manufacturer guidelines and UETCL maintenance policies.
  • Identify, mobilize, and supervise maintenance resources while carrying out technical activities and generating detailed reports with actionable insights to address equipment degradation.
  • Manage Powerline Carrier Communications (PLCC), MPLS-TP, SDH, PDH, DWDM, and OTN networks applying traffic engineering principles to maintain optimal bandwidth utilization and system performance.
  • Maintain and configure tele-protection interfaces to support critical power system protection schemes, including differential protection (IEEE C37.94) and distance protection (IEC 60255-121) over optical and multiplexed networks.
  • Ensure all communication networks adhere to local and international standards, ICT policies, and corporate strategic plans while maintaining 98% service availability for grid data transmission.
  • Plan and oversee the installation and integration of new access and transmission infrastructure to support grid expansion and modernization initiatives across Uganda.
  • Monitor network performance using diagnostic tools and perform troubleshooting to minimize downtime and ensure real-time conveyance of SCADA and tele-metering data.
  • Collaborate with engineering and operations teams to align communication system capabilities with power system protection and control requirements.

Qualifications & Experience

Essential

  • Bachelor’s degree in Electrical Engineering, Electronics and Communication Engineering, or a closely related field from a recognized university.
  • Minimum of three years of hands-on experience in telecommunications, specifically with transmission systems such as SDH, PDH, DWDM, or OTN in a utility or industrial environment.
  • Proven experience working with Power Line Carrier Communications (PLCC) and MPLS-TP technologies in power system communication applications.
  • Knowledge of tele-protection schemes and experience configuring interfaces for differential and distance protection over communication networks.
  • Understanding of ICT policies, international telecom standards (ITU, IEEE, IEC), and their application in power system communication infrastructure.

Desirable

  • Professional certification in telecommunications technologies such as SDH, DWDM, or MPLS from recognized vendors or professional bodies.
  • Experience with network management systems and traffic engineering tools used for monitoring and optimizing telecom network performance.
  • Familiarity with IEC 61850 standards and their implementation for substation communication and integration with protection systems.
  • Knowledge of optic fibre cable installation, splicing, and testing practices as applied in power line environments.
  • Previous work experience in a power utility, transmission system operator, or large-scale industrial telecommunications environment.

What the Role Offers

  • Competitive salary package commensurate with qualifications and experience, aligned with UETCL’s structured pay scales for engineering positions.
  • Access to comprehensive medical insurance coverage for the employee and dependents through UETCL’s approved health service providers.
  • Official transport facilitation including a vehicle allowance or access to company transport for work-related travel within Kampala and to transmission sites.
  • Opportunities for professional development through sponsored training programs, workshops, and certifications relevant to evolving communication technologies in the power sector.
  • Contribution to national infrastructure development by ensuring reliable communication for Uganda’s electricity transmission grid and supporting sustainable energy goals.
