Job Overview

Restless Development is seeking an experienced consultant to conduct a baseline study for the YIGA project in the West Nile region of Uganda. This assignment supports the Promoting Youth Inclusion in Governance and Decision-Making initiative funded by the Royal Danish Embassy. The consultant will establish critical benchmarks for measuring project impact over its 16-month duration.

The study will focus on Madi Okollo, Arua district and Terego, assessing youth inclusion in governance structures and decision-making processes. This foundational research will inform project implementation strategies and enable effective monitoring of outcomes. The assignment requires approximately 30 working days between October and November 2026.

As part of Restless Development’s commitment to youth-led change, this consultancy offers an opportunity to contribute to meaningful social impact in underserved regions. The successful candidate will work closely with project teams while maintaining independence in research design and execution.

Key Responsibilities

  • Design comprehensive baseline study methodology aligned with YIGA project objectives and donor requirements
  • Develop data collection tools including surveys, focus group guides and key informant interview protocols
  • Train and supervise local research assistants in ethical data collection practices across three target districts
  • Collect quantitative and qualitative data on youth participation in local governance and decision-making forums
  • Analyze collected data using appropriate statistical and thematic analysis techniques
  • Prepare detailed baseline report with clear findings, recommendations and project benchmark indicators
  • Present preliminary findings to Restless Development staff and project partners for validation
  • Incorporate feedback and deliver final baseline study report within agreed timeline

Qualifications & Experience

Essential

  • Master’s degree in social sciences, development studies, public policy or related field from recognized university
  • Minimum five years experience conducting baseline studies, evaluations or research in Ugandan NGOs
  • Proven expertise in youth governance, participation or civic engagement research projects
  • Strong quantitative and qualitative research skills with experience in mixed-methods approaches
  • Fluency in English and proficiency in Lugbara or other West Nile local languages preferred

Desirable

  • Previous work with Restless Development or similar youth-focused international NGOs
  • Experience working with Royal Danish Embassy or other European donor-funded projects
  • Knowledge of PACER programme framework and accountability initiatives in Uganda
  • Familiarity with Youth Collective platforms and national youth policy advocacy processes
  • Advanced data analysis skills using SPSS, STATA, NVivo or similar professional software
