Job Overview

The Project and Monitoring, Evaluation and Learning (PMEL) Officer will lead the design and implementation of a robust results-based monitoring system for the CBR Africa Network (CAN). This role is critical in ensuring that project activities across the Secretariat and regional focal points are tracked, evaluated, and continuously improved. The officer will work closely with the CAN Coordinator and regional teams to align project planning with the approved proposal and donor requirements, particularly those of the Liliane Fonds. The position is based in Kampala and serves as the central hub for data collection, analysis, and learning across the network.

Key Responsibilities

  • Develop and operationalize CAN’s results-based PMEL framework in alignment with the approved proposal and donor guidelines.
  • Coordinate integrated project planning across the Secretariat, five Sub-regional Focal Persons, and external partners to ensure alignment of activities and deliverables.
  • Establish and maintain a comprehensive digital tracker covering activities, indicators, risks, partner commitments, and milestone deadlines.
  • Facilitate regular planning and review meetings with regional focal persons, documenting decisions, responsibilities, and follow-up actions for accountability.
  • Generate reliable evidence on progress, reach, and impact, ensuring data quality and timely reporting to donors and stakeholders.
  • Strengthen learning systems by analyzing data to inform adaptive management, knowledge products, and future Centre of Excellence development.
  • Ensure regional and language inclusion is monitored and improved across all project activities and reporting outputs.
  • Escalate delays, dependencies, and risks promptly to the CAN Coordinator and relevant oversight bodies to maintain project momentum.

Qualifications & Experience

Essential

  • A Bachelor’s degree in Development Studies, Public Administration, Statistics, Social Sciences, or a related field from a recognized institution.
  • At least three years of hands-on experience in Monitoring and Evaluation (M&E) within NGO, development, or humanitarian settings in Uganda or East Africa.
  • Strong proficiency in data collection tools, spreadsheet software (Excel), and basic statistical analysis; experience with CRM systems is an added advantage.
  • Excellent written and verbal communication skills in English and Kiswahili, with the ability to produce clear reports and facilitate meetings across diverse teams.
  • Proven ability to work independently, manage multiple priorities, and meet tight deadlines in a fast-paced environment.

Desirable

  • A Master’s degree in M&E, International Development, or a related discipline.
  • Experience working with Liliane Fonds or similar European donors and familiarity with their reporting and compliance requirements.
  • Hands-on experience in designing and implementing Community-Based Rehabilitation (CBR) or Community-Based Inclusive Development (CBID) programs.
  • Knowledge of Ugandan development policies, local government structures, and the landscape of Organizations of Persons with Disabilities (OPDs).
  • Experience using project management software such as MS Project, Trello, or Asana for tracking milestones and deliverables.
