Job Overview
MIFUMI, a leading Ugandan NGO dedicated to women’s rights and community development, is seeking a Project Finance Officer to strengthen financial oversight across its donor‑funded programmes. The role sits within the finance team and reports directly to the Finance Director, providing essential support to programme managers in Kampala and field locations, while ensuring compliance with internal policies.
The Project Finance Officer will ensure that all project expenditures are accurately recorded, monitored against budgets, and reported in line with donor requirements and internal controls. This position plays a key role in maintaining financial transparency, safeguarding assets, and enabling timely decision‑making for programme implementation. Additionally, the officer will ensure that financial data is readily available for senior management review.
Ideal candidates will possess a background in NGO project finance, experience with accounting software, and a commitment to ethical financial stewardship. Appointment is offered on a five‑year contract, providing stability and the opportunity to contribute to MIFUMI’s mission of empowering vulnerable communities across Uganda. Key Responsibilities
- Prepare monthly, quarterly, and annual financial reports for each donor‑funded project, ensuring accuracy, completeness, and compliance with donor reporting templates, deadlines, and required supporting schedules.
- Regularly track project expenditures, monitor burn rates, and compare actual spending against approved budgets to identify variances and recommend timely budget reallocations or adjustments.
- Review and validate supporting documents including invoices, receipts, procurement files, and activity budgets before payment processing to ensure legitimacy and compliance with procurement policies.
- Ensure compliance with donor rules, internal financial controls, and audit standards by regularly conducting regular checks, maintaining audit trails, and preparing documentation for audits.
- Support financial analysis, forecasting, and cash flow modelling for programme teams, providing insights that improve resource allocation, enhance programme effectiveness, and inform strategic decision‑making.
- Maintain organised financial records, both electronic and paper, ensuring easy retrieval for audits, reviews, and internal reporting while upholding confidentiality and data protection standards.
- Assist in preparing annual budgets and work plans, working with programme staff to develop realistic cost estimates aligned with strategic objectives and donor guidelines.
- Provide training and guidance to finance assistants and programme officers on financial procedures, documentation requirements, and the use of accounting software to strengthen financial capacity.
Qualifications & Experience
Essential
- Bachelor’s degree in Accounting, Finance, Business Administration, or a closely related field from a recognised university, including coursework in financial management.
- Minimum three years of experience managing finances for donor‑funded NGO projects, including budgeting, expenditure tracking, and financial reporting, and ensuring compliance with donor financial guidelines.
- Proven proficiency with accounting software such as QuickBooks, Tally, or ERP systems, demonstrated through regular use in preparing financial statements, reports, and reconciliations.
- Strong understanding of donor compliance requirements, including familiarity with regulations from USAID, EU, or UN agencies, and ability to apply them to project finances.
- Excellent analytical skills, attention to detail, and the ability to produce accurate financial reports under tight deadlines while maintaining high ethical standards and confidentiality.
Desirable
- Professional certification such as CPA, ACCA, or CIMA, and a commitment to ongoing professional development through participation in relevant workshops and seminars.
- Experience working with multiple donors simultaneously, managing varied reporting cycles and differing compliance frameworks, to ensure timely and accurate financial reporting.
- Knowledge of internal audit processes and experience supporting external audits, including preparation of audit schedules and liaison with auditors, and review of audit findings.
- Strong interpersonal and communication skills, with the ability to explain financial concepts clearly to non‑financial programme staff, and to prepare clear presentations for management meetings.
