Job Overview

The Manager – Wholesale Connectivity at MTN Uganda leads the development and execution of strategies for carrier and wholesale services, aligning with the company’s broader business objectives to drive revenue growth, market expansion, and sustainable competitive advantage in the telecommunications industry and customer satisfaction today.

This role focuses on building strong partnerships with international and national carriers, negotiating interconnect and roaming agreements, ensuring regulatory compliance with UCC, GSMA, and ITU standards, and enhancing service quality for end users through continuous monitoring and improvement initiatives across all network touchpoints constantly daily.

The incumbent will oversee invoicing and settlement processes, monitor service performance, lead a team of specialists, and deliver seamless connectivity solutions that meet dynamic customer requirements, support profitability goals, and foster innovation within MTN Uganda’s wholesale portfolio through strategic partnerships and technology adoption for growth.

Key Responsibilities

  • Develop and implement a comprehensive wholesale connectivity strategy that aligns with MTN Uganda’s corporate objectives and drives sustainable revenue growth from roaming and interconnect services.
  • Establish and maintain strategic relationships with international and national carriers, regulatory bodies, and hub partners such as Bayobab to expand partnership portfolio.
  • Lead commercial negotiations for roaming and interconnect agreements, ensuring terms capture customer needs, promote cost efficiency, and generate incremental revenue streams.
  • Monitor service quality of roaming and interconnection links, oversee key performance indicators, and initiate corrective actions to maintain high service standards.
  • Manage the invoicing, settlement, and reconciliation processes for wholesale traffic, ensuring timely and accurate financial reporting to stakeholders.
  • Analyze market trends and competitor activities to identify opportunities for new wholesale products, pricing models, and strategic alliances that enhance MTN Uganda’s competitive position.
  • Ensure compliance with local UCC regulations and international telecom standards from GSMA and ITU, preparing reports and representing the company in regulatory forums.
  • Drive initiatives to streamline wholesale operations, reduce operational costs, and improve efficiency through process automation and best practice adoption.
  • Prepare and present regular performance reports to senior management, highlighting achievements, risks, and recommendations for strategic decision making.
  • Foster a collaborative team environment, mentor junior staff, and promote knowledge sharing to build capability within the wholesale connectivity unit.
  • Coordinate with finance and legal teams to validate wholesale contract terms, ensuring accurate revenue recognition and risk mitigation.
  • Represent MTN Uganda at international carrier meetings and industry events to showcase capabilities and explore partnership opportunities.
  • Implement fraud detection and revenue assurance measures to protect wholesale income streams from leakage and unauthorized usage.

Qualifications & Experience

Essential

  • Bachelor’s degree in Telecommunications, Electrical Engineering, Business Administration, or a related field.
  • Minimum 7 years of experience in wholesale carrier services, roaming, interconnect, or international telecommunications operations.
  • Proven track record in negotiating and managing complex carrier agreements, including IRUs, SLAs, and revenue sharing models.
  • Strong understanding of UCC, GSMA, and ITU regulatory frameworks and ability to ensure compliance across wholesale operations.
  • Excellent analytical, negotiation, and interpersonal skills with ability to influence stakeholders at senior levels.
  • Demonstrated leadership experience managing cross functional teams and delivering projects on time and within budget.
  • Experience with MPLS, IP transit, and wholesale data services, including capacity planning and performance monitoring.
  • Ability to develop financial models and forecasts for wholesale revenue, supporting budgeting and investment decisions.

Desirable

  • Master’s degree in Business Administration, Telecommunications, or a related discipline.
  • Experience working with GSMA forums, ITU study groups, or international carrier associations.
  • Knowledge of emerging technologies such as 5G wholesale, IoT connectivity, and cloud based telecom platforms.
  • Familiarity with financial settlement systems and experience in revenue assurance for wholesale traffic.
  • Proficiency in using telecom billing systems such as SAP Billing, Oracle BRM, or similar platforms for wholesale operations.
  • Familiarity with project management methodologies like Agile or Waterfall, enabling effective delivery of wholesale initiatives.
