Job Overview
The Ministry of Education and Sports is seeking a detail-oriented Assistant Accountant to support financial operations under the Uganda Secondary Education Expansion Project (USEEP). This role is based in Kampala and reports to the Project Coordination Unit. The successful candidate will assist in maintaining accurate financial records and ensuring compliance with donor and government regulations.
The USEEP aims to improve access to quality lower secondary education through construction and rehabilitation of school infrastructure nationwide. As part of the finance team, the Assistant Accountant will play a key role in processing transactions, preparing reports and supporting audit readiness. This is an opportunity to contribute to national education development while building public sector accounting experience.

Key Responsibilities
- Examine payment requests for accuracy, verify supporting documents and certify transactions for further processing by senior finance officers.
- Compile and reconcile receipts, invoices and Local Purchase Orders to ensure all expenditures are properly recorded and accounted for.
- Maintain custody of accounting records including vouchers, ledgers and supporting documents in both physical and electronic formats.
- Post daily financial transactions to cashbooks, subsidiary ledgers and the general ledger while ensuring timely updates and accurate account balances.
- Prepare and verify payroll transaction reports, including deductions and statutory contributions, for review by the payroll officer.
- Draft monthly bank and account reconciliation reports to identify discrepancies and ensure financial statements reflect true positions.
- Prepare payment advice forms, process non-tax revenue collections and manage imprest accounts in accordance with treasury guidelines.
- Assist in processing payments to suppliers, staff and other stakeholders following approval workflows and payment schedules.
- Support the preparation of monthly accountability returns and financial statements for submission to project supervisors and auditors.
- Perform any other finance-related duties as assigned by the Accounting Officer or Finance Manager to support smooth project operations.
Qualifications & Experience
Essential
- Honours Bachelor’s Degree in Commerce (Accounting option), Business Administration (Accounting option), Business Studies (Accounting option) or Finance and Accounting from a recognised university.
- OR Full professional accounting qualification such as ACCA, CPA, ACIS or equivalent from a recognised professional body.
- Minimum of two years practical experience in bookkeeping, financial reporting or accounts processing in a public, private or NGO setting.
- Proficiency in using accounting software such as QuickBooks, Sage or Pastel, along with strong MS Excel skills for data analysis and reporting.
- Knowledge of Uganda’s Public Finance Management Act, treasury accounting procedures and donor financial guidelines.
- Ability to maintain confidentiality, exercise integrity and work accurately under pressure to meet monthly reporting deadlines.
Desirable
- Experience working with World Bank or other donor-funded projects, particularly in education or infrastructure sectors.
- Familiarity with IFMS or other government financial management systems used in Ugandan ministries.
- Training in internal audit procedures, risk management or financial controls would be an added advantage.
- Strong communication skills to liaise effectively with program officers, suppliers and other stakeholders on financial matters.
- Willingness to undertake occasional field visits to project sites for verification of expenditure and documentation.
