Supply Chain Specialist

Job Overview

PATH is seeking a dedicated Supply Chain Specialist to support critical vaccine supply chain initiatives across Uganda. This role focuses on strengthening cold chain equipment monitoring and vaccine stock management through enhanced data systems and digitalization efforts. The specialist will work closely with government health agencies to improve immunization supply chain performance.

Based in Uganda, this full-time position supports PATH’s collaboration with the Uganda National Expanded Program on Immunization (UNEPI) and National Medical Stores (NMS). The initiative, backed by Gates Foundation funding, aims to improve cold chain equipment performance and uptime through better data use and digital tools. The specialist will provide technical expertise to strengthen vaccine supply chain resilience.

The role requires close collaboration with Ministry of Health officials, UNEPI coordinators, and NMS logistics teams to implement data-driven solutions. You will help define requirements for digital system integration and support evidence-based decision-making for vaccine distribution. Key Responsibilities

• Provide technical support to MoH/UNEPI and NMS to strengthen cold chain equipment monitoring, maintenance planning, vaccine stock monitoring, and supply chain performance through regular field visits and data reviews.
• Lead analysis and use of cold chain and vaccine supply chain data to inform planning, decision-making, equipment repairs, preventive maintenance schedules, and other corrective actions at national and district levels.
• Provide technical oversight for the upgrade and enhancement of the Cold Chain Information System (CCIS), coordinating with MoH, NMS, consultants, and relevant partners on system functionality and user needs.
• Define requirements for digital system integration, interoperability, data prioritization, and effective use of existing and planned immunization supply chain systems including LMIS and DHIS2 platforms.
• Support data management, analysis, visualization, and use at national and subnational levels by developing dashboards, training users, and ensuring data quality standards are met.
• Develop and review technical guidance materials, including training manuals, standard operating procedures (SOPs), user guides, and quick reference materials for cold chain technicians and health workers.
• Collaborate with MoH, UNEPI, NMS, digital health stakeholders, and partners, and represent PATH in technical working groups and coordination meetings on supply chain strengthening initiatives.
• Monitor and report on key performance indicators related to cold chain functionality, vaccine stock levels, and system uptime to support evidence-based program adjustments.

Qualifications & Experience

Essential

• Bachelor’s degree in Supply Chain Management, Logistics, Public Health, Engineering, or a related field from a recognized institution with strong academic performance.
• Minimum of three years of progressive experience in supply chain management, logistics, or cold chain systems within public health or humanitarian contexts in East Africa.
• Proven experience working with vaccine supply chains, cold chain equipment monitoring, or immunization programs preferably with UNICEF, WHO, or Ministry of Health partners.
• Strong analytical skills with experience in data management, analysis, and visualization using Excel, SQL, or similar tools to support decision-making processes.
• Excellent communication and interpersonal skills to effectively collaborate with government officials, health workers, and technical partners across diverse stakeholder groups.

Desirable

• Master’s degree in Public Health, Supply Chain, or International Development with focus on health systems strengthening or commodity security.
• Experience with digital health information systems such as DHIS2, LMIS, or CCIS and understanding of interoperability standards like HL7 or FHIR for data exchange.
• Familiarity with Uganda’s National Medical Stores (NMS) operations, UNEPI structure, and cold chain infrastructure including solar direct drive refrigerators and cold rooms.
• Knowledge of Gavi-supported immunization programs and experience with grant management or donor reporting requirements from Gates Foundation or similar organizations.
• Certification in supply chain frameworks such as APICS CSCP, HUmanitarian Logistics, or relevant technical qualifications in cold chain technology maintenance.
