Job Overview

Palladium is recruiting a Data Analytics & Visualization Specialist to join its Kampala-based team supporting Uganda’s Ministry of Health initiatives. This role focuses on transforming validated national health data into actionable insights through dashboards, reports, and scorecards. The specialist will work closely with MOH, districts, and DART workstreams to ensure data drives decision-making for improved service delivery and system performance.

The position requires technical expertise in data visualization tools and a strong understanding of health informatics systems. Key Responsibilities

• Develop and maintain interactive dashboards using approved NDWH data marts to monitor health facility readiness and service delivery metrics.
• Design automated reports and indicator scorecards for HIV programs, EMR usage, and supply chain performance to support monthly and quarterly review cycles.
• Collaborate with MOH and district health teams to translate user requirements into clear specifications for visualizations and analytical products.
• Conduct trend analysis and data quality assessments to identify outliers, system performance issues, and programmatic implications for corrective action.
• Support the development of JRF reports, verified baselines, and milestone evidence by ensuring data lineage, definitions, and calculations are properly documented.
• Train MOH, district, and partner staff in interpreting and using dashboards, scorecards, and reports to enhance data-driven decision making at all levels.
• Ensure all visualizations comply with privacy regulations, access controls, and disclosure requirements for sensitive health information.
• Contribute to the design of analytics for HIE performance, surveillance systems, and project performance monitoring to improve overall system effectiveness.

Qualifications & Experience

Essential

• Bachelor’s degree in Statistics, Mathematics, Computer Science, Public Health, or a related quantitative field from a recognized institution.
• Minimum three years of hands-on experience developing dashboards and reports using tools such as Power BI, Tableau, or similar BI platforms.
• Proven experience working with health management information systems (HMIS) or national data warehouses in low-resource settings.
• Strong ability to analyze large datasets, identify trends, and communicate findings clearly to both technical and non-technical audiences.
• Experience documenting indicator definitions, calculations, data sources, and refresh schedules to ensure transparency and reproducibility.

Desirable

• Master’s degree in Data Science, Epidemiology, or Health Informatics adds advantage for advanced analytical tasks.
• Familiarity with DHIS2, NHIS, or other national health information systems commonly used in Uganda and East Africa.
• Experience supporting Global Fund, PEPFAR, or USAID-funded health programs and understanding their reporting requirements.
• Knowledge of statistical analysis using R, Python, or SAS for deeper data exploration beyond visualization.
• Previous training or facilitation experience in building data literacy among government health workers and partners.
