Job Overview
EM People & Culture Advisory is seeking a dedicated Environmental and Social Safeguards Specialist to support infrastructure and development projects across Uganda. This role is critical in ensuring that projects adhere to international standards and local regulations, minimizing environmental impact and promoting social responsibility. The specialist will work closely with project teams, consultants, and community stakeholders to implement robust safeguards frameworks.
As a key member of our advisory team, you will bridge the gap between technical project execution and compliance requirements. Your expertise will guide project planning, risk mitigation, and stakeholder engagement, ensuring sustainable development practices are embedded in every phase of project implementation across diverse Ugandan contexts.
Key Responsibilities
- Conduct comprehensive environmental and social screening of proposed infrastructure and development projects to identify potential risks early in the planning cycle.
- Prepare and review Environmental and Social Impact Assessments (ESIAs), management plans, and related safeguards documentation to ensure alignment with international standards.
- Identify potential environmental, social, community health, safety, labour, and resettlement risks through systematic analysis and field assessments.
- Develop practical mitigation measures and monitor their implementation across project phases to ensure effectiveness and compliance with established protocols.
- Conduct regular site inspections, compliance audits, and safeguards performance reviews to maintain high standards of project execution and accountability.
Qualifications & Experience
Essential
- Bachelor’s degree in Environmental Science, Social Sciences, Development Studies, Engineering, or a related field with demonstrated academic excellence.
- Minimum of 3 years of relevant experience in environmental and social safeguards within development projects, infrastructure, or construction sectors in Uganda or similar contexts.
- Strong understanding of international safeguards standards including IFC Performance Standards, World Bank Environmental and Social Framework, and relevant Ugandan legislation.
Desirable
- Master’s degree in Environmental Management, Public Health, Social Anthropology, or a related discipline would be a significant advantage.
- Proven experience in stakeholder engagement, community consultations, and grievance mechanism establishment within diverse Ugandan communities.
- Certification in environmental management systems (ISO 14001) or social accountability standards (SA8000) demonstrating specialized expertise.
