Consultant – Digital Family Planning Register/Application

Job Overview

PATH is seeking a highly skilled consultant to support the development and implementation of a digital family planning register/application in Uganda. This role is critical to advancing reproductive health access through innovative technology solutions. The consultant will work closely with the Uganda Ministry of Health and PATH teams to design, test, and scale a digital tool that improves tracking and delivery of family planning services.

This position builds on PATH’s extensive experience in introducing and scaling DMPA-SC and other reproductive health innovations across low-resource settings. The digital register/application aims to strengthen data collection, improve supply chain visibility, and support informed decision-making at facility and national levels. The consultant will provide technical expertise to ensure the system is user-friendly, interoperable, and aligned with national health information systems.

The assignment is full-time and based in Uganda, with potential for remote collaboration depending on project phases. The ideal candidate will have a strong background in digital health, health information systems, and reproductive health programming. Key Responsibilities

• Lead the design and development of a digital family planning register/application tailored to Uganda’s health system needs and workflows.
• Conduct stakeholder consultations with Ministry of Health officials, implementing partners, and end-users to gather requirements and feedback.
• Ensure the digital tool integrates with existing health management information systems (HMIS) and follows interoperability standards such as FHIR or HL7 where applicable.
• Support user acceptance testing, training of health workers, and development of user guides and standard operating procedures.
• Monitor system performance, troubleshoot technical issues, and recommend improvements based on field feedback and data quality assessments.
• Collaborate with PATH’s reproductive health and digital health teams to align the application with broader family planning strategies and DMPA-SC scale-up efforts.
• Prepare regular progress reports, technical briefs, and presentations for PATH and government stakeholders.
• Document lessons learned and best practices to support potential adaptation and scale-up in other regions or countries.

Qualifications & Experience

Essential

• Advanced degree in public health, health informatics, computer science, or a related technical field from a recognized university.
• Minimum of five years of hands-on experience designing, implementing, or evaluating digital health solutions in low- and middle-income countries.
• Proven experience working with ministries of health or government health programs in East Africa, preferably Uganda.
• Strong knowledge of reproductive health services, family planning indicators, and data collection tools used in Ugandan health facilities.
• Proficiency in health information systems, including experience with DHIS2, mobile data collection platforms, or electronic medical records.

Desirable

• Prior experience working on family planning or maternal health projects with international NGOs, UN agencies, or donor-funded programs.
• Familiarity with DMPA-SC or other injectable contraceptives and their introduction pathways in developing countries.
• Experience with human-centered design approaches and usability testing in low-literacy or low-connectivity settings.
• Skills in data analysis, visualization, and using tools like Excel, Power BI, or Tableau to support decision-making.
• Knowledge of open-source software development practices and version control systems such as GitHub or GitLab.
