Job Overview
Palladium is recruiting an ETL Engineer to join its data engineering team in Kampala, Uganda. This role focuses on developing and maintaining robust data pipelines that move approved data from source systems into the National Data Warehouse and approved analytics environments. The position supports data standardization, quality assurance, and operational troubleshooting under the guidance of the Data Engineering Lead. You will collaborate closely with Ministry of Health technical teams to ensure data reliability for decision-making.
Key Responsibilities
- Develop, test, deploy, and maintain ETL/ELT pipelines for approved source systems and National Data Warehouse data products using industry best practices.
- Implement data transformations, validation rules, scheduling mechanisms, exception handling procedures, reconciliation processes, and automated alerting systems.
- Support migration from fragile manual, file-based, or direct-database processes to approved, monitored, and secure data exchange patterns.
- Maintain comprehensive pipeline documentation, source-to-target mappings, data dictionaries, operational logs, runbooks, and version-controlled code repositories.
- Investigate pipeline failures, data discrepancies, delayed loads, and quality exceptions; coordinate corrective actions with source-system owners and stakeholders.
- Support regular data mart refreshes and preparation of reliable extracts for dashboards, reporting tools, and verification processes.
- Participate in peer code reviews, testing procedures, release management, and operational handover to Ministry of Health and Digital Health Initiative counterparts.
- Monitor pipeline performance metrics and implement optimizations to ensure timely and accurate data delivery for analytics workloads.
Qualifications & Experience
Essential
- Bachelor’s degree in computer science, data engineering, information systems, statistics, or a closely related technical field from a recognized institution.
- Minimum of three years of hands-on experience developing ETL/ELT pipelines, writing complex SQL scripts, and implementing data transformations in production environments.
- Proven experience working with relational databases, Python or another scripting language, Git-based version control, and scheduling/orchestration tools like Airflow or cron.
- Demonstrated ability to document technical processes clearly, maintain data quality standards, and solve complex data integration problems systematically.
- Experience working in healthcare, public health, or development sectors with exposure to health data systems and reporting requirements.
Desirable
- Direct experience with DHIS2 implementation, configuration, or data extraction processes in national health information systems.
- Familiarity with health data interoperability standards such as HL7, FHIR, or SDC, and understanding of data quality frameworks.
- Experience with cloud data platforms (AWS, Azure, GCP) and modern data warehouse technologies like Snowflake, Redshift, or BigQuery.
- Knowledge of data governance principles, metadata management, and data lineage tracking in regulated environments.
- Previous collaboration with government health ministries or international development partners on data system strengthening initiatives.
