Job Overview

The British High Commission in Kampala seeks an Internal Political Officer to support its Migration and Human Rights portfolio. This role is part of the Political and Public Diplomacy team, focusing on analysis, reporting, and engagement with Ugandan stakeholders. The position offers a competitive salary of 90,078,600 UGX and closes on 20 August 2026.

The successful candidate will work closely with government, multilateral organisations, and civil society to understand migration trends and human rights developments in Uganda. You will produce timely briefings and thematic reports for the High Commission and FCDO Headquarters in London. This is a full-time position based in Kampala.

You will be expected to cultivate a wide network of contacts and provide expert advice to inform UK policy on migration and human rights issues. The role requires at least three years of experience in a political or related field, with proven ability to deliver under pressure.

Key Responsibilities

• Support the High Commission’s leads on migration and human rights by providing timely analysis and advice to inform wider UK foreign policy.
• Cultivate and maintain a broad network of contacts including government officials, UN agencies, NGOs, and academic experts to monitor developments in migration and human rights.
• Organise and attend meetings, workshops, and events to gain deeper insights into key migration trends such as refugee flows, internal displacement, and labour migration patterns.
• Produce accurate, timely thematic reports and briefing notes for internal UK government use, ensuring clarity, relevance, and adherence to FCDO standards.
• Monitor and analyse human rights developments in Uganda, including freedom of expression, assembly, and gender-based violence, drawing on credible sources.
• Support the development of partnerships between the UK government and Ugandan stakeholders on shared priorities in migration management and human rights protection.
• Contribute to the preparation of ministerial visits, parliamentary briefings, and high-level dialogues by providing background research and talking points.
• Assist in tracking Uganda’s compliance with international human rights obligations and migration-related conventions, supporting evidence-based policy recommendations.

Qualifications & Experience

Essential

• At least three years of professional experience in political analysis, public administration, international relations, or civil society advocacy work.
• Proven track record of delivering high-quality research, reports, or policy advice under tight deadlines in a fast-paced environment.
• Strong analytical skills with the ability to synthesise complex information from multiple sources into clear, actionable insights.
• Excellent written and verbal communication skills in English, with experience producing formal briefings for senior officials.
• Demonstrated ability to build and maintain effective working relationships with diverse stakeholders including government and civil society.
• Knowledge of migration dynamics in the East African region, including refugee protection, asylum systems, and regional mobility frameworks.

Desirable

• Postgraduate degree in International Relations, Political Science, Human Rights, or a related field from a recognised university.
• Previous experience working with diplomatic missions, international organisations, or multi-donor programmes in Uganda or the region.
• Familiarity with UK government policies on migration, asylum, and human rights, including the Rwanda asylum plan and Global Britain strategy.
• Experience in organising events, workshops, or training sessions involving senior government officials or international partners.
• Proficiency in using data visualisation tools or databases to support evidence-based reporting and trend analysis.
• Understanding of gender equality and social inclusion principles as applied to migration and human rights programming.
