Job Overview
The Office of the Prime Minister (OPM) has released the shortlist for oral interviews under the Project Implementation Unit (PIU) for the Uganda Development Response to Displacement Impacts Project Phase II (DRIP I) and the Northern Uganda Social Action Fund IV (NUSAF IV).
Candidates on this shortlist are required to attend oral interviews and present original documents for verification. These documents include academic certificates, transcripts, national identification, appointment letters, contracts, and any relevant recommendation letters.
Successful applicants will contribute to vital development initiatives aimed at supporting refugees and host communities across northern Uganda. The positions offer a chance to work with government partners and international agencies on impactful projects.
Key Responsibilities
- Assist in planning, coordination, and monitoring of DRIP I and NUSAF IV activities to ensure implementation, achievement of objectives, compliance with OPM donor guidelines.
- Support preparation of monthly and quarterly progress reports, financial statements, and performance indicators for submission to OPM, donor agencies, and relevant stakeholders for project oversight.
- Liaise with district local governments, UNHCR, NGOs, and community leaders to facilitate stakeholder engagement, resolve implementation challenges, and ensure timely delivery of project benefits.
- Conduct field visits to project sites to verify compliance with guidelines, assess beneficiary satisfaction, collect data for evidence-based decision making, and recommend corrective actions.
- Maintain accurate project records, including attendance sheets, procurement logs, and asset registers, ensuring transparency, accountability, and proper documentation for all financial and operational activities.
- Provide technical assistance to project teams on safeguarding, gender equality, environmental compliance, and conflict resolution to promote inclusive, sustainable outcomes and strengthen community resilience.
- Facilitate training workshops and capacity-building sessions for staff and beneficiaries, focusing on livelihood skills, conflict resolution, project management best practices, and monitoring and evaluation techniques.
- Ensure adherence to OPM financial regulations, procurement policies, and reporting timelines while mitigating risks, addressing audit queries promptly, and supporting internal and external audit processes.
Qualifications & Experience
Essential
- Bachelor’s degree in Development Studies, Public Administration, Social Sciences, or a related field from a recognised university, with academic transcripts demonstrating performance in relevant coursework.
- Minimum of three years of experience in project implementation, monitoring, or evaluation within government, NGOs, or donor-funded programmes, with ability to deliver results under deadlines.
- Ability to prepare clear reports, financial statements, and performance dashboards using MS Office or similar software, with experience presenting data to technical and non-technical audiences.
- Strong interpersonal and communication skills, with experience liaising with diverse stakeholders including community groups, government officials, international partners, and sector actors to achieve project objectives.
- Valid National Identification Card or passport, and willingness to travel frequently to field locations across northern Uganda for project monitoring, stakeholder meetings, and verification activities.
- Demonstrated commitment to upholding OPM’s core values of integrity, accountability, and transparency in all professional duties, including ethical conduct and responsible use of resources.
Desirable
- Master’s degree in Project Management, Development Economics, Public Policy, or a related discipline from an accredited institution, providing advanced analytical and strategic capabilities.
- Experience working with refugee-host community programmes or displacement-impact projects in Horn of Africa, East Africa, or Great Lakes region, focusing on livelihood restoration peacebuilding.
- Knowledge of results-based management frameworks and familiarity with OPM’s DRIP and NUSAF operational manuals, including guidelines for beneficiary selection, fund disbursement, and monitoring procedures.
- Proficiency in data analysis tools such as SPSS, STATA, or Excel functions for monitoring and evaluation tasks, including data cleaning, statistical testing, and report generation.
- Previous involvement in capacity-building initiatives, including training of trainers, curriculum development, e-learning platforms, and mentorship programmes aimed at strengthening local institutional capabilities.
- Fluency in English and proficiency in a language spoken in northern Uganda, such as Luo, Acholi, or Lugbara, to enhance communication with beneficiaries, field teams.
