Job Overview

The Uganda National Oil Company (UNOC) seeks an Operations Security Specialist to safeguard personnel, assets, and operations across its oil and gas projects. This role is critical to ensuring the security and continuity of UNOC’s strategic initiatives in Uganda’s growing energy sector. The specialist will work closely with government agencies, joint venture partners, and local communities to maintain a secure operating environment.

Based in Kampala, the position involves developing and managing comprehensive security programs for UNOC and its subsidiaries. The role requires proactive risk assessment, liaison with security forces, and coordination with stakeholders to address emerging threats. The specialist will contribute to emergency preparedness and crisis management planning for all UNOC operations.

Key Responsibilities

  • Develop and manage security programs for UNOC, its subsidiaries, projects, and operations to safeguard personnel, assets, and ongoing activities.
  • Liaise regularly with government security forces to review security status, share intelligence, and align on operational concerns affecting UNOC sites.
  • Engage with government agencies, parastatals, local institutions, and communities on security matters to build cooperative relationships and address local concerns.
  • Interface with joint venture partners’ and contractors’ security organizations to ensure a coordinated and unified approach to site protection.
  • Develop and maintain accurate security information systems to support UNOC’s readiness for emergency situations and incident response.
  • Conduct security risk and vulnerability assessments for all existing and new assets, facilities, and operational sites across UNOC’s portfolio.
  • Organize and monitor project and community intelligence networks in collaboration with stakeholders and site security coordinators to enhance situational awareness.
  • Investigate community grievances related to security concerns and ensure findings are incorporated into corporate security risk assessments and plans.

Qualifications & Experience

Essential

  • Bachelor’s degree in Security Management, Criminal Justice, International Relations, or a related field from a recognized institution.
  • Minimum of five years of progressive experience in security operations, risk management, or law enforcement, preferably in the oil, gas, or energy sector.
  • Proven experience in conducting security risk assessments, developing security plans, and liaising with government security agencies.
  • Strong knowledge of Uganda’s security landscape, including familiarity with local government structures and community dynamics.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders including military, police, and community leaders.
  • Ability to work under pressure and make sound judgments during security incidents or crisis situations.

Desirable

  • Postgraduate qualification in Security Studies, Crisis Management, or a related discipline.
  • Experience working with international oil companies or joint venture petroleum projects in East Africa.
  • Familiarity with international security standards such as ISO 31000 (risk management) and IEC 62443 (industrial security).
  • Training in emergency response, incident command systems, or business continuity planning.
  • Fluency in a local Ugandan language in addition to English, enhancing community engagement capabilities.
