Job Overview

The United Nations Development Programme (UNDP) is seeking a dedicated Social and Environmental Safeguards Officer to join its team in Kampala, Uganda. This role is critical in ensuring that all UNDP projects in the country adhere to stringent social and environmental standards, thereby promoting sustainable development and minimizing potential negative impacts. The officer will work closely with project teams and implementing partners to safeguard community interests and environmental integrity. This position is pivotal in bridging the gap between policy frameworks and practical implementation on the ground. By ensuring compliance with both UNDP and Government of Uganda regulations, the Safeguards Officer helps build trust with local communities and international stakeholders. The role requires a deep understanding of development dynamics and a commitment to ethical practices in all project phases.

Key Responsibilities

• Develop and review safeguard instruments, checklists, and guidelines to ensure alignment with UNDP and national environmental policies.
• Coordinate project implementation activities, focusing specifically on social and environmental risk mitigation strategies.
• Facilitate the creation of safeguard monitoring plans and oversee their execution to track compliance effectively.
• Review Environmental and Social Management Frameworks (ESMF), identifying gaps and proposing actionable remedial measures.
• Prepare comprehensive documentation and reports for implementing partners and UNDP to demonstrate adherence to safeguards.
• Conduct thorough assessments to identify potential environmental and social risks associated with project activities.
• Provide training and capacity building for project staff on safeguard procedures and best practices.
• Liaise with government agencies and community stakeholders to address safeguard concerns promptly and transparently.

Qualifications & Experience

Essential

• A Master’s degree in Environmental Science, Social Sciences, Development Studies, or a related field from a recognized institution.
• At least five years of professional experience in environmental and social safeguards within international development organizations or government bodies.
• Strong knowledge of UNDP social and environmental standards, including the Performance Standards on Social and Environmental Sustainability.
• Demonstrated experience in conducting environmental and social impact assessments (ESIAs) and developing management frameworks.
• Excellent analytical skills with the ability to interpret complex regulatory documents and translate them into practical guidelines.
• Fluency in English and proficiency in Luganda or other local Ugandan languages to facilitate community engagement.

Desirable

• Certification in environmental management systems such as ISO 14001 or LEED is highly advantageous.
• Previous experience working with United Nations agencies or other multilateral development banks.
• Familiarity with the National Environment Act of Uganda and related local government regulations.
• Experience in training project implementers on safeguard compliance and risk management protocols.
• Proven track record of stakeholder engagement and conflict resolution in multicultural settings.
