Job Overview

Hofokam Limited is recruiting three experienced Loans Supervisors to strengthen its credit management team in Kampala. This role is critical to maintaining the quality of the loan book and ensuring adherence to credit policies and regulatory standards. The successful candidates will report directly to the Branch Head and play a key role in achieving the institution’s mission of providing satisfactory microfinance services to progressive households in Western Uganda.

As a Loans Supervisor, you will be responsible for overseeing the end-to-end loan cycle, from underwriting and disbursement to recovery and reporting. Your work will directly impact the institution’s ability to minimize bad debt losses while supporting clients in achieving their socio-economic goals. Key Responsibilities

  • Ensure the branch loan book maintains quality as measured by the Portfolio at Risk (PAR) indicator within acceptable standards aligned with institutional targets.
  • Participate in the preparation of the Branch Annual Operational Plans and Budgets by providing credit-related insights and forecasts.
  • Review and propose amendments to credit policies and new product ideas for discussion and approval by senior management.
  • Lead client mobilization and sensitization campaigns to help Loans Officers achieve and maintain acceptable caseloads per productivity targets.
  • Verify that all loan files are complete and that loan security is properly perfected before any disbursement is made to clients.
  • Monitor and ensure a service turnaround time of no more than two working days for loan disbursement from application to funding.
  • Conduct a minimum of eight spot checks monthly on loan files and client interactions to assess compliance and service quality.
  • Prepare and submit weekly and monthly arrears reports detailing overdue loans and recovery progress for management review.
  • Compile and submit monthly reports on all loans under litigation, including status updates and recommended actions.
  • Generate and submit weekly and monthly loan portfolio supervision reports highlighting trends, risks, and performance against targets.
  • Prepare monthly Recovery Commission reports detailing incentives earned by Loans Officers based on recovery performance.
  • Convene at least two arrears meetings each month with Loans Officers to discuss challenging cases and document minutes for follow-up.
  • Ensure all Loans Officers sign annual performance agreements that outline expectations, targets, and development plans.
  • Train, mentor, and coach new Loans Officers on their roles, responsibilities, and standard operating procedures.
  • Support Loans Officers on Performance Improvement Plans (PIPs) and submit monthly reports on their progress and outcomes.
  • Investigate and prepare reports on any suspected fraud, embezzlement, or irregularities by staff for further action by management.
  • Promote staff motivation and engagement by providing necessary support, incentives, and recognition as per HR policy provisions.

Qualifications & Experience

Essential

  • A Bachelor’s degree in Business Administration, Finance, Accounting, Economics, or a related field from a recognized university.
  • Minimum of three years of progressive experience in loan supervision, credit analysis, or microfinance operations within a regulated financial institution.
  • Proven track record in managing loan portfolios, reducing non-performing loans, and achieving recovery targets in a microfinance or banking environment.
  • Strong understanding of Ugandan microfinance regulations, credit policies, and loan recovery procedures as applied in practice.
  • Proficiency in using loan management software and MS Office, particularly Excel for data analysis and reporting.
  • Excellent interpersonal and communication skills to effectively lead teams, interact with clients, and present reports to management.

Desirable

  • A professional qualification such as ACCA, CPA, or a postgraduate diploma in Banking, Credit Management, or Microfinance.
  • Previous experience working with Hofokam Limited or another major microfinance institution in Uganda’s western region.
  • Experience in designing or implementing credit policy amendments or new loan products that improved portfolio quality.
  • Familiarity with participatory training methodologies and adult learning principles for effective staff mentoring.
  • Knowledge of basic financial statement analysis and ability to assess client creditworthiness beyond surface-level documentation.
