Job Overview
The Branch Operations Manager at Housing Finance Bank plays a pivotal role in ensuring smooth and compliant daily operations across branch activities. Reporting to the Branch Manager, the role oversees a team of tellers, customer service officers, and back-office staff to uphold operational integrity.
Operating within the Distribution & Alternate Channels department, the incumbent is responsible for implementing branch processes in alignment with regulatory requirements and internal policies. The role demands strong leadership, attention to detail, and a proactive approach to problem-solving in a fast-paced banking environment. Success in this position contributes directly to customer satisfaction and financial performance.

Key Responsibilities
- Monitor and coordinate branch operations processes to ensure compliance with regulatory frameworks and Bank policies and procedures.
- Process customer instructions efficiently to meet the service standards outlined in the customer service charter.
- Develop and implement strategies to prevent fraud and forgeries in line with the operational risk framework.
- Authorize cash transactions exceeding teller limits and approve back-office and front-office postings within set turnaround times.
- Maintain safe custody of all branch keys and stamps according to established security guidelines.
- Generate regular branch performance reports for senior management review in accordance with HFB policies.
- Monitor the consistent application of branch processes and procedures to ensure alignment with Bank policies.
- Verify all bank transactions for accuracy and KYC compliance before posting to the bank system.
- Plan, review, and monitor staff development and performance initiatives for supervised branch personnel.
- Review and recommend Retail Banking loan and overdraft facilities for approval and manage recovery on overdrawn accounts.
- Perform daily reconciliation of suspense accounts and submit monthly reports as defined in the operations manual.
- Verify instruments for Bank of Uganda clearing and supervise postings to the BoU settlement account.
- Monitor branch staff leave accrual to manage leave liabilities in compliance with HR provisions.
Qualifications & Experience
Essential
- Bachelor’s degree in Business Administration, Finance, Accounting, or a related field from a recognized institution.
- Minimum of five years progressive experience in banking operations, with at least two years in a supervisory role.
- Proven knowledge of Ugandan banking regulations, including KYC, AML, and CPF guidelines.
- Demonstrated ability to manage teller operations, cash handling, and transaction authorization within set limits.
- Strong analytical skills with experience in preparing operational reports and monitoring non-performing assets.
- Proficiency in banking software systems and MS Office applications for reporting and data analysis.
Desirable
- Professional certification such as ACCA, CPA, or CIA is an added advantage.
- Experience in retail banking lending, including loan appraisal and overdraft facility management.
- Familiarity with Bank of Uganda clearing processes and settlement account procedures.
- Prior experience in fraud prevention and operational risk management within a financial institution.
- Exposure to performance management systems and staff development planning in a branch environment.
- Ability to work under pressure and meet tight deadlines while maintaining accuracy and compliance.
