Job Overview
Sinopec, through its manpower partner Q-Sourcing Limited trading as Q-Sourcing Servtec, is seeking a skilled Quality Assurance Engineer to join their team in Uganda. This full-time position is based on-site and focuses on implementing and managing quality assurance processes for SINOPEC projects. The role involves analyzing project needs, evaluating quality risks, and developing procedures to ensure products and services meet customer expectations and regulatory standards.
The Quality Assurance Engineer will work closely with the Quality Management Team to monitor key performance indicators, conduct periodic measurements, and ensure compliance with quality plans. This position requires a proactive approach to identifying improvement areas and implementing practical solutions that align with organizational objectives. The engineer will be responsible for maintaining quality control activities in accordance with established standards and specifications.

Key Responsibilities
- Contribute to budget preparation and monitor financial performance against budget to identify anticipated costs and areas of unsatisfactory performance.
- Assist the Quality Management Team in collecting, analyzing, and reporting KPIs related to quality performance including customer satisfaction and process efficiency.
- Conduct periodic monitoring and measurement of the Quality Plan to ensure measures and indicators remain within specified specifications.
- Determine and develop thorough, practical approaches to a wide range of quality issues and problems consistent with organizational objectives.
- Implement and control quality process activities in accordance with standards, company procedures, customer specifications, and governmental regulations.
- Read, analyze, and interpret technical procedures and governmental regulations to ensure all quality specifications and compliance requirements are met.
- Assist in designing systems for recording and analyzing quality control inspection requirements and techniques.
- Develop, review, update, and implement procedures, work instructions, guidelines, and forms to ensure higher quality products or methods.
- Interpret product and service quality trends to support continuous improvement initiatives across project areas.
Qualifications & Experience
Essential
- Bachelor’s degree in Engineering, Quality Management, or a related technical field from a recognized institution.
- Minimum of 3 years of proven experience in quality assurance or quality control roles within engineering or manufacturing environments.
- Strong knowledge of quality management systems such as ISO 9001 and experience implementing quality procedures.
- Proficiency in reading and interpreting technical documents, governmental regulations, and customer specifications.
- Ability to use quality control tools and techniques including statistical process control and root cause analysis.
- Excellent analytical skills with the capability to collect, analyze, and report on quality performance data effectively.
Desirable
- Experience working in the oil and gas, petrochemical, or energy sector with familiarity of industry-specific quality standards.
- Certification as a Quality Engineer or Auditor from recognized bodies such as ASQ or IRCA.
- Knowledge of additional quality standards including ISO 14001 or OHSAS 18001 for integrated management systems.
- Experience with project management systems and familiarity with documenting quality control inspection requirements.
- Strong interpersonal skills with ability to collaborate effectively with cross-functional teams and stakeholders.
- Willingness to work on-site and adapt to varying project locations and schedules as required by management.
