Job Overview

Restless Development seeks a dedicated Programme Officer to drive organizational development and advocacy initiatives across Uganda. This role supports youth-led change by strengthening systems that amplify young people’s voices in decision-making processes. The successful candidate will work closely with the Programme Coordinator to implement strategies that enhance organizational capacity and influence policy environments. This involves coordinating with over 600 youth-led organizations through the Uganda Youth Collective platform. Key Responsibilities

• Support the design and implementation of organizational development strategies that strengthen internal systems and external partnerships across Restless Development Uganda’s operational areas.
• Coordinate advocacy initiatives that amplify youth voices in policy discussions at district, national, and regional levels through the Uganda Youth Collective platform.
• Monitor and evaluate the effectiveness of organizational development interventions using established frameworks and tools to ensure measurable impact on youth empowerment outcomes.
• Facilitate capacity building workshops for staff and partner organizations on topics including power shifting, safeguarding, and youth-led accountability mechanisms.
• Prepare comprehensive reports and briefing documents for senior management, donors, and stakeholders highlighting progress, challenges, and lessons learned from advocacy and organizational development work.
• Contribute to the development of funding proposals and concept notes that align with Restless Development’s youth employment portfolio and organizational development priorities.
• Maintain accurate records of partnership agreements, memoranda of understanding, and collaboration frameworks with over 600 youth-led organizations in the Uganda Youth Collective network.
• Represent Restless Development in technical working groups, coalition meetings, and policy forums focused on youth employment, participation, and rights advocacy.

Qualifications & Experience

Essential

• Bachelor’s degree in Social Sciences, Development Studies, Public Administration, or a related field from a recognized university with strong academic performance.
• Minimum three years of progressive experience in program management, organizational development, or advocacy roles within NGOs, civil society organizations, or international development agencies.
• Demonstrated experience working with youth-led organizations or youth-focused programs, particularly in designing and implementing capacity strengthening initiatives.
• Proven ability to produce high-quality written reports, policy briefs, and advocacy materials in English with excellent attention to detail and analytical rigor.
• Strong facilitation and training skills with experience conducting participatory workshops for diverse groups including young people, community leaders, and government officials.

Desirable

• Master’s degree in Organizational Development, Advocacy, or a related development field that enhances strategic thinking and program design capabilities.
• Previous experience working specifically in the Karamoja, West Nile, Eastern, or Central Uganda regions where Restless Development implements its programs.
• Familiarity with power shifting methodologies, safeguarding policies, and youth participation frameworks applied in international development contexts.
• Experience with results-based management systems, logical framework approaches, and monitoring evaluation tools commonly used in NGO programming.
• Proficiency in using digital collaboration tools and data visualization software to support remote work and effective presentation of complex information.
