Job Overview

The Cargo Standards Officer plays a vital role in maintaining Uganda Airlines’ commitment to safety, security, and service excellence in cargo operations. This position ensures all cargo handling activities meet international standards and airline-specific requirements across the network.

Working closely with operational teams and third-party partners, the officer monitors compliance with IOSA, ISAGO, IATA regulations, and customs requirements. The role supports audit readiness and continuous improvement in cargo service delivery.

Based in Uganda, this full-time position offers the opportunity to contribute to the growth and reliability of Uganda Airlines’ cargo business while upholding the highest industry standards.

Key Responsibilities

  • Monitor implementation of Uganda Airlines cargo operational standards across all stations and handling partners to ensure consistent application.
  • Verify compliance with cargo acceptance procedures, documentation requirements, and shipment handling controls at every operational touchpoint.
  • Support standardization of cargo practices among Cargo GSAs, warehouse operators, and ground handling agents to achieve uniform service quality.
  • Ensure cargo operational processes remain audit-ready and aligned with the airline’s safety and quality management systems.
  • Assist in maintaining compliance with IOSA standards, ISAGO requirements, and IATA Cargo Handling Manual specifications.
  • Monitor adherence to Dangerous Goods Regulations and aviation security requirements during cargo acceptance and handling.
  • Verify conformity with customs regulations and documentation standards for import, export, and transit shipments.
  • Conduct regular assessments of third-party cargo handling activities to identify gaps and recommend corrective actions.
  • Support operational risk management by tracking safety reports, incidents, and trends in cargo operations.
  • Facilitate corrective action monitoring and verify completion of agreed-upon improvements with service providers.
  • Collaborate with Cargo Operations, Ground Handling, Security, and Regulatory teams to resolve compliance issues promptly.
  • Provide operational quality assurance through spot checks, audits, and performance reviews of cargo handling partners.
  • Contribute to continuous improvement initiatives by analyzing operational data and sharing best practices across the network.

Qualifications & Experience

Essential

  • Bachelor’s degree in Logistics, Supply Chain Management, Aviation Management, or a related field from a recognized institution.
  • Minimum of three years’ experience in cargo operations, airline cargo handling, or logistics compliance within the aviation industry.
  • Practical knowledge of IATA Cargo Handling Manual (ICHM), Dangerous Goods Regulations (DGR), and ISAGO standards.
  • Experience working with third-party service providers such as Ground Handling Agents or Cargo GSAs in an oversight capacity.
  • Strong understanding of aviation security requirements, customs procedures, and air cargo documentation standards.
  • Proven ability to interpret operational standards and monitor compliance across multiple locations and partners.

Desirable

  • Certification in IATA Cargo Introductory Course, Dangerous Goods Regulations, or ISAGO Auditor Training.
  • Experience with IOSA audits or participation in airline safety and quality management system implementations.
  • Knowledge of Uganda Civil Aviation Authority regulations affecting cargo operations and air transport.
  • Familiarity with cargo warehouse operations, terminal management, and ground support equipment standards.
  • Previous exposure to corrective action systems, safety reporting tools, or quality assurance software in logistics.
  • Experience in training delivery or developing operational guidance materials for cargo handling personnel.
