Job Overview

Restless Development Uganda seeks a skilled Monitoring Evaluation and Learning Coordinator to strengthen its youth employment portfolio across 13 districts. This role supports the design, implementation, and continuous improvement of MEL systems for programmes enhancing young people’s economic resilience and livelihoods. The coordinator will work closely with programme teams to ensure robust data collection, analysis, and learning processes that inform strategic decisions and demonstrate impact.

Based in Kampala with regular domestic and international travel, the position reports to the Monitoring Evaluation and Learning Manager. The successful candidate will contribute to Restless Development’s mission of youth-led change by ensuring programmes are evidence-based, adaptive, and accountable to young people and stakeholders. This is a 2-year contract with a preferred start date in October 2026.

The role sits within a dynamic team implementing inspiring youth employment initiatives focused on dignified work, entrepreneurship, and inclusive financial services. You will help amplify youth voices through the Uganda Youth Collective while strengthening systems that enable young people to realise their full potential in Karamoja, West Nile, Eastern, Central, and Western Uganda regions.

Key Responsibilities

• Design and maintain comprehensive MEL frameworks aligned with programme theories of change and donor requirements across all youth employment initiatives.
• Develop and implement data collection tools, protocols, and databases to track key performance indicators related to livelihoods, skills development, and employment outcomes.
• Train and mentor programme staff and partners on MEL methodologies, ensuring consistent application of tools and quality data entry in Karamoja, West Nile, and Eastern regions.
• Conduct regular data quality assessments, verification visits, and supportive supervision to maintain accuracy and reliability of programme monitoring information.
• Analyse quantitative and qualitative data to generate monthly, quarterly, and annual reports that highlight trends, challenges, and successes for internal and external stakeholders.
• Facilitate learning events, reflection workshops, and after-action reviews to distil insights and adapt programme strategies based on evidence from the field.
• Support the documentation and dissemination of best practices, case studies, and lessons learned through briefings, newsletters, and contributions to the Uganda Youth Collective platform.
• Ensure MEL activities comply with Restless Development’s safeguarding policies and ethical guidelines, particularly when engaging with young people and vulnerable communities.

Qualifications & Experience

Essential

• Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field from a recognised institution.
• Minimum three years of progressive experience in MEL roles within NGOs, development programmes, or public sector initiatives in Uganda or similar contexts.
• Proven proficiency in using MEL software such as DHIS2, CommCare, ODK, KoboToolbox, or SPSS for data management, analysis, and visualisation.
• Demonstrated ability to design logical frameworks, develop indicators, and create theory of change models for complex youth-focused programmes.
• Strong analytical skills with experience interpreting data to produce actionable insights and recommendations for programme improvement.

Desirable

• Master’s degree in Evaluation, Development Economics, Public Policy, or a relevant discipline demonstrating advanced research capabilities.
• Experience working specifically on youth employment, livelihoods, or entrepreneurship programmes in post-conflict or fragile settings like Karamoja.
• Familiarity with Uganda’s National Youth Policy, Youth Livelihood Programme, and other government initiatives supporting young people’s economic empowerment.
• Knowledge of participatory MEL approaches, including photovoice, most significant change technique, and community scorecards for inclusive evaluation.
• Previous exposure to safeguarding training and implementation of child and youth protection policies in development contexts.
