Job Overview
Restless Development seeks a dynamic Programme Coordinator to lead Organisational Development & Advocacy initiatives in Kampala. This role supports youth-led change across Uganda by strengthening systems that enable young people to influence decisions affecting their lives. The position involves coordinating the Uganda Youth Collective and advancing power shifting principles internally and externally.
Reporting to the Programme Manager for Youth Employment and Market Systems, the successful candidate will manage programme implementation across multiple districts including Karamoja, West Nile, Eastern and Central Uganda. The role requires regular domestic and international travel to engage with partners, youth leaders and stakeholders. This is a 2-year contract with a preferred start date in October 2026.

Key Responsibilities
- Coordinate the Uganda Youth Collective, a national platform of over 600 youth-led organisations, to amplify youth voices and influence policy through the National Youth Working Group.
- Support the implementation of organisational development strategies that strengthen internal systems and external partnerships for greater youth programme effectiveness.
- Design and deliver advocacy initiatives that enable young people to influence decisions affecting their lives in Karamoja, West Nile, Eastern and Central Uganda.
- Manage relationships with partners, stakeholders and youth leaders to ensure alignment with Restless Development’s power shifting checklist and safeguarding policies.
- Monitor and evaluate programme progress, preparing reports that track outcomes against youth employment and advocacy objectives.
- Facilitate learning and knowledge sharing across teams to improve programme design and implementation based on field experience and evidence.
- Represent Restless Development in national and international forums to promote youth-led development and advocate for policy change.
- Ensure all programme activities comply with safeguarding policies, promoting the welfare and protection of children, young people and vulnerable adults.
Qualifications & Experience
Essential
- Bachelor’s degree in Social Sciences, Development Studies, Public Administration or a related field from a recognised institution.
- Minimum of three years’ experience in programme coordination, organisational development or advocacy within NGOs or development organisations.
- Proven ability to manage budgets, timelines and resources effectively while delivering results in complex, multi-stakeholder environments.
- Strong understanding of youth development issues in Uganda, particularly in the regions of Karamoja, West Nile, Eastern and Central Uganda.
- Excellent communication and interpersonal skills, with experience engaging diverse audiences including young people, government officials and civil society partners.
Desirable
- Master’s degree in a relevant field such as Development Management, Public Policy or Organisational Change.
- Experience working with youth-led organisations or networks, including familiarity with collective impact approaches.
- Knowledge of power shifting principles and practical experience applying them in organisational or programme contexts.
- Previous exposure to safeguarding frameworks and child protection policies in development or humanitarian settings.
- Familiarity with monitoring, evaluation and learning systems, including data collection tools and qualitative analysis methods.
